The challenge

Digital identity and entitlement programmes need to connect a credential to a real individual once, at enrolment, and then reliably re-establish that same link every time the credential is used afterwards — often remotely, on a citizen's own device, and across a population with widely varying digital literacy and device quality.

A credential that can be moved to a different device or a different person without detection undermines the trust the whole scheme depends on. Government and public-sector services therefore need enrolment and re-verification methods that work consistently across web, mobile and in-person channels, without requiring citizens to attend an office for routine re-verification.

Enrolment binding to a verified identity

At initial enrolment, a citizen's identity document is captured and validated, and the resulting portrait is bound to a live 3D face scan, creating the reference biometric that later interactions are checked against.

Re-verification at later service interactions

When a credential is used again — for a new device, a renewed document or a higher-assurance service — the citizen completes a fresh liveness and face-match check against the original enrolment, confirming the credential has not moved to someone else.

Remote and in-person verification support

The same underlying check can be run unattended on a citizen's own device for remote services, or supervised at a service counter for in-person enrolment, allowing agencies to offer both channels without maintaining separate verification logic.

How it works in practice

Re-establishing a citizen credential on a new device

A citizen who has moved to a new phone needs to re-enrol their digital identity credential before continuing to use online public services. Rather than requiring an in-person office visit, the service asks for a short liveness and face-match check, comparing the new capture against the biometric recorded during the citizen's original in-person or remote enrolment. A confident match transfers the credential to the new device; a failed match routes the citizen to an in-person re-enrolment instead, so a credential cannot quietly transfer to a different person through a lost or replaced device.
